Our Purpose
ABA Advocates is a 501(c)(6) nonprofit organization that supports Applied Behavior Analysis (ABA) providers and the patients and families they serve. We bring ABA professionals together to connect, collaborate, and strengthen the field.
We advocate for fair policies, sustainable funding, and effective regulations across commercial insurance and Medicaid programs. By working with lawmakers, regulators, and community partners, we promote high-quality ABA services and a strong, ethical ABA profession.

Passage of HB 159 – Autism Insurance Coverage Mandate
Kentucky Establishes Licensure for BCBAs
2011
Aligned state licensing requirements with BACB requirements
2014
ABA Advocates Established
Licensed Behavior Analysts became Medicaid Providers
2020
Increase in Medicaid Fee Schedule for ABA CPT Codes
Provided COVID-19-related support to members (telehealth flexibility and federal relief)
2022
Medicaid allowance of concurrent billing for ABA CPT Codes
Impacted revisions of LBA licensing regulations specifically regarding the temporary license
2024
Increase in Medicaid Fee schedule for ABA CPT codes
2018
Passage of updated Insurance Mandate – removed all caps and limits
Reversal of Anthem Commercial proposed rate cut
2025
Hired our first Executive Director

ABA CPT Codes added to Medicaid Fee Schedule
RBT 6-month grace period for Medicaid
Anthem Value-Based Contract
Revisions to the BHSO and Provider Group (MSG) Medicaid regulations to include ABA provision of services
